Pikachu does not qualify for a US passport, as he's a greencard holder!

But you're neither Ash Ketchum or Satoshi Tajiri, so the parenting clause doesn't apply. Nor have you adopted him, because I highly doubt the Pokémon Company would give up their copyright...
